The unfortunate misunderstandings which have
aricen regarding appointments to the office of
Superintendent of the Chinese Telegraph Office at
Hongkong make it desirable to have an agreed procedure
for such appointments.
Difficulties have in the past arisen owing to
the political connections of Incumbents of this post
which here had an unfortunate reporquusion on the
efficient working of the telegraph office. The Gover7-
ment of dongkong, desiring to follow a policy of airiet
detachment from the internal political affairs of China,
are naturally anxioue that the offies shall be conducted
